HI I guess this is an old thread, but reading all the replies to this issue, compelled me to respond. The answer to your problem is the fan speed resistor, located under the bonnet in the middle up near the windscreen. The fan speed resistor is either faulty or not even present. I had the exact same issue with my bongo's climate control and lived with it for a few years thinking it was just how it was supposed to be. So have a look to see if it is present (mine wasn't even there) and replace it, they are quite cheap. The speed behaves exactly as you described if its faulty or missing - either full on or not at all. Once I fitted mine, I was able to enjoy all the bars in between max and 1 bar from each 0.5 deg C adjustment. None of the answers posted were correct so you should all look under the bonnet and get a new fan speed resistor
