I would suggest the white flecking is from a salty atmosphere eg. a harbour.
Have a very good look underneath for corrosion. If it is nothing more than surface, my first journey in it (after overhauling cooling system and replacing oil, filters, drive belts and anything else rubber) would be to a proper Dinitrol treatment centre for cleaning, treating and protecting.

The engine on mine looked like it when I bought it, a year later and the white flecks have gone, just needs to be used.
