It should be on the back of the fuel pump with a wire going to it, it stops the fuel supply on a diesel engine which enables the engine to switch off.
A quick search on "Stop and solenoid" found this thread which shows where it is on a 99 new shape.

In which case I think missfixit is on the right lines with it being a problem with the stop solenoid as this malfunctioning is really the only reason the engine will carry on running with the ignition off unless the vehicle has been fitted with run locks. This is actually a possibility if it came from a cold area of Japan. It may have been wired like this so they could leave the engine running while in the shops without leaving the keys in :?: (We wire fire officers cars similairly to this so their batteries don't go flat when they leave their blue lights on when attending an incident.)
I think that's a good point... Maybe the previous owner had it set up so for instance so they pull up to camp & they want to get in the back set up camp raise the roof with the engine still on while safe in the knowledge the keys are in their possession to stop a hijacking!! :-k
It might have been a cheaper option than getting a heater to keep the van warm while camping on cold evenings who knows...?

There might be a fuse somewhere to disable this feature.?

You wouldn't leave yer lights on when you park up..? Maybe a reminder the engine could be running..?

Actually.. It makes sense to me! Could also act as a turbo timer too...

the question " why leave the lights on " was relating to the sugestion "it might be cheaper to leave the engine running to keep you warm on cold nights"

Fair enough.. I'm just trying to get into the mindset of the Japanese owner that might have had this function fitted..
Maybe it was a delivery vehicle & the guy didn't want to keep stop starting, so he leaves the side lights on while the engine's still running while he drops of his merchandise?
The laws might be different in Japan...?

In a noisy busy city this could be a good idea... Plus you ain't gonna need the radio & wipers going while yer dropping noodles off to business men in Tokyo are you!

The history on mine is it was one of 5 converted for a Tokyo hostel...

Mine was done like a builders van...
One was done like army truck.
One a wild west wagon & horses.
One looked like a Police car!
One was decked out totally in leather!! 8)
