The millers oil additive may well do the trick apole.
I'd suggest cleaning and re-sealing the tank (depending on how hard it is to remove the petrol tank on a bongo(?)).
I seem to recall that a mix of vinegar & mollases combined with ball bearings or gravel ideal for de-rusting the inside of the tank, both vinegar and mollases has a slight acidity to attack the rust, but not damage the steel. You'd need to remove the tank, add the concoction, leave it 24 hours, then shake the tank till your arms are dropping off, allow the tank to drain (not in the grid
) Then add neat petrol, then give it another shake & swill, then empty the tank. Allow the tank to dry fully before re-sealing it.
