If it's set up for the cold start, could it be the valve in the exhaust is not opening even if the switch is pressed?

We had the cold start system in our first bongo. When the valve in the exhaust stuck, the symptoms we had were an unusual hiss from the exhaust, poor acceleration and really bad fuel consumption - about 17mpg. Also, it did stall when I pulled away uphill, but not on the flat. Al sorted it by fitting a new exhaust.

I've just come back from a trip to Scotland - It only tried to stall once on the way up pulling into a service station. A few months back it would have been doing it all the way. :? Fuel worked out at 23.6mpg - I guess this is about normal for a 4wd (I was driving a little harder than usual and keeping at around 70mph.)

The Cold Starting switch is definitely off - however, if I do switch it on it or leave it on at any time, it makes sod all difference which leaves me wondering...

I'll check out the valve and see if it's sticking at the next opportunity.
