I know Wayne, but I think it is not as bad as all that. Its a lapbelt plus a diagonal restraint, which is a lot better than a lapbelt alone. It won't be in the same league as a high level strongpoint mounted 3-point belt but it should be substantially useful nonetheless. An interesting point is that it would only be in use when the two inertial belts are in use, so the seat back could not come forward as those belts would restrain it.
When I think about it, the only thing that would make it as safe as the main inertia belts would be a strong point mounted high up or a floor point some distance behind the seat. Both of those are - for me - problematic.
