Fuse 9 blowing update

Hello again everyone
Just thought I would post an update on the fuse that keeps on blowing in my van. It's 1996 2.5 turbo diesel. It was the 15 amp fuse on the far left hand side , middle row. I had an auto electrician come and look at it today when he initially took the fuse out and put the multimeter on there to create the link. It was reading at roughly 7 amps. He said this was unusually high. He then put his foot down on the accelerator and it slowly started to creep up from 7 amps up to 15 amps and blow the fuse. He then started taking the fuse in and out and listening for clicks. He found a solenoid on top of the engine under the driver seat he unclipped the two electrical connectors and then clipped them back in again. When he started up the van again, the amps had dropped to around 3 to 4 amps and stayed that way. I left the engine running for ages while revving it and the fuse didn't blow again. He said the problem has gone and the only way he can try and trace it is if the problem comes back. So now I'm a bit worried about driving it because even though the problem has gone, he didn't actually fix anything. He did say that sometimes by disconnecting something and plugging it back in again can reset it.
I'm hoping this makes some sort of sense to someone out there as it makes no sense to me and I'm not very confident of driving it about without knowing what the original problem was. I'll try and post a picture of the thing he disconnected.

I've been told it's the vacuum solenoid for the EGR valve

This is the Vacuum solenoid he disconnected. Since reconnecting the engine is running fine but I'd like to change it as apparently if faulty they can get stuck and this will lead to electrical resistance. Would anyone know if these are easy to replace and where I can buy one.
