The bad light output could be one of a few things like wonkanoby rightly points out... First the basics... Check to see how tight the headlight connector is on the pins, a loose connection will mean a bad electrical transfer, whilst the connector is removed, check the connections are clean with no white deposits. A lot of bongo's have a yellowish spray on film added whilst in japan, this is actually designed to reduce light output, and can often be rememdied by furious t-cutting of the headlamp lenses. Correct bulb location in the lamp is absolutley crucial to get the correct light spread from the lamps, if one of the three notches on the H4 bulb isn't sat perfectly in the slots, the light will be transmitted upwards, not towards the road surface where you want it. Badly located bulbs will also dazzle oncoming traffic. If all the above is ok, i'd suggest trying Philips extreme headlight bulbs, they are expensive, but the best i've experienced so far.
