Yes the Fan can run at full speed, as there is a relay that bypasses the transistor for just that purpose.
If you have a multi-meter available I'll send you a PM, if you want, on how to check the transistor module itself just to be certain that it is the current fault.
However there is still a need to find out why the transistor appears to be blowing, this could be if the Fan has a problem, but you say it works happily on full power, however it might just be that it is corroded and drawing to much current have you checked to see if the fan itself turns freely ?

I‘ve checked the fan and it seemed fine but I’ve stripped and re-built it just be sure.

Has anyone seen any circuit info. or perhaps a spare board for the Electronic Climate Control module ?
I don't think its covered by any of the service manuals is it ?
