waxoyl Question

I am about to waxoyl underneath Bongo.
However i have noticed a lot of surface rust underneath running along the Chassis :!: :(
Should i prepare the underneath first before applying waxoyl and if so what is the best way to prepare the underneath :?:

There are many views, but mine:
1/. old clothes
2/.goggles and dust mask
3/. good wire-brushing
4/. jenolite
5/. good resin-based primer
6/. waxoyl
