Timing-Belt and ATF Service Stickers

Hi folks I just bought a Bongo a couple of weeks ago and was about to get the timing-belt changed for peace of mind (it was a private sale with little service history) when I decided to check the service stickers in the engine bay (see attached pictures)

Someone has helpfully written "ATF" on the round one, and the first part of the rectangular one reads "TIMING BELT" having translated using http://www.google.com/translate_t

The mileage of my Bongo showed about 117000km when I bought it, though I've no import certificates, but I'd like to understand the Japanese dates on these stickers to be more confident that this is genuine. Does anyone know how the years work? I've googled it and read Wikipedia but still baffled, I think the number for the year is 16 but what year is that!?

I would ignore them and get them changed anyway

as a timing belt is about £100 changed and fluid not much either why take the risk

The year is possibly 2005. It is the 16th year of the era Heisei, which began in 1989 as year 1.

So the Japanese date 16/8/10 is 2005, August, 10th or 10/08/2005.
