When you have engaged cc at the minimum speed it works at, is the red LED flashing and approx how fast? Working from page 56 of the manual, I reckon it should flash faster than 1/sec on the Bongo but it's not clear if it still flashes at this speed after cutting the black wire. And I never had to check this on mine.
Does it run through stationary tests A and B (manual pages 58 and 59) fine?

Thanks for the replies:

It works at 15mph and 15mph only.

Stationary test A works, test B does not. The engine speed does not change at all. The wiring looks ok and the vacuum connection looks fine (taken from the brake servo). I have tried it with each of the sensitivity settings on the control box but it makes no difference - speed control is taken from SP+ on the back of the dashboard. I can't check the flashing light when I am driving as I would have to take my eyes way off the road.

The throttle cable link is set so that there is no slack in it.

Speed does not change with Set or Res buttons.

Passing Test A means the controller's electrical connections are good, apart from speedo which is not tested. Test B failure suggests problem with servo electrical connection, its vacuum connection or throttle linkage connection. So I'd double check these.

I set the cc throttle cable with a little slack with everything off so I knew it was not interfering with idle settings. When you put your cc in test mode (start engine with SET pressed, then press ON) and then press the SET button to increase revs (there's a bit of a delay) what happens with the cc throttle cable, does it tighten at all?

cancel out of test mode - press OFF. Increase revs with the accelerator pedal. Does the servo gently take up the slack on cc throttle cable?

I have done a continuity test from the connector block on the control unit to the final connectors on black, red and white wires at the servo unit and get a good connection on all of them.

I assume the vacuum connection must be good as I would not get power assisted brakes if there was a leak - would I? (It all looks good anyway)

I backed off the throttle linkage so there is now about 10mm slack.

There is no movement of the cc throttle cable either in test mode or cancelled out of test mode.

I don't know a lot about the vacuum system but left on my own I would slide the vacuum pipe off the servo and with the engine running see if I could feel a "suck" because it's simple to do!. But I don't know how strong it should feel. Hopefully somebody else will be able to step in.

Where have you connected into the vacuum circuit?

The throttle cable coming out of the servo is free running, with no kinks, sharp bends or overtight clamps on the sheath?

This is on a 2.0l

I took off the vacuum tube and was pleased to feel a reasonable suck at tickover.

Vacuum is taken from the brake servo about 2 inches from the unit.

Throttle cable is free running - no kinks etc - moves by hand easily.

It is looking like a dodgey servo :(, or possibly the controller but I think that less likely.

I am guessing that cruise control seemed to work at 15mph because the bongo just about coasted at that speed.

I read your reply and agreed with you - then I took it out for the day, got to the motorway and thought I would give it a try - to my surprise it worked faultlessly all day.

Tried test B when I got home and it still does not work - which I dont understand.

Anyway - it is working and I assume that is a result of the unplugging/reconnecting that I did yesterday as a result of your guidance - so thanks very much - I am having a beer for you right now.

But how strange. I can only think it's not getting into test mode. It's a bit of a dance. I did:
Engine and ignition switch turned all the way off.
Press brake pedal (and let go!)
Press and hold SET
Start engine
Release SET
Press ON and release. Cc light comes on
Press SET to increase revs. Bit of a delay before anything happens.

Another possibility is that the switched 12v live feed is permanently on. I am assuming it needs to see the transition of the switched feed from off to on with SET pressed to initiate the test mode.

Or just have another beer!!

That would indeed cause problems in terms of draining the LB, reducing the working life of the control module, not resetting it after use and possible voltage differences between the brake and speed signals compared to the supply voltage. Overall it would be a bad thing ;)

Fuse 10 by your right knee is a switched feed. Can either come off the front with a piggy back fuse thingy (Simon has posted excellent pics of this handy device previously) or connect into the corresponding wire at the back of the fuses.
