Low ventilation air flow

Hi all
My 1995 Diesel engine Bongo has little or no airflow coming from any of the vents (screen, Facia, floor). I have cleaned the fan bearing and the motor runs free and very well at all 4 speeds. All of the control cables appear to do what is required of them and I have cleaned the ventilation air intake filter all to no avail.
The aircon needs regassing but I don't think that this should effect the air flow. Things improve Very slightly when I switch from external to recirculating air flow....I suspect that it's because I can hear the fan better!

If all the flaps are working correctly;


Then it might be worth checking the cooling matrix which all the air flows thru, it does get very jammed up with all the muck overtime and reduses the airflow quite alot, it follows after the fan itself which you need to remove to reach it;

Matrix cleaned...it was filthy. Got some air flow now.
