The missing blade has the terminal wire attached to it, until you lift the box out and turn it over to see what has happened its difficult to suggest what happened or how to repair it.

dont think this is the right forum but someone snipped wires and unbolted spotlights and nicked them does anyone know if there's a like security bolt?

Security bolt for what ? The fuse box is just held in by nuts/bolts.

I'd just use two nuts and lock together with a spanner, if you use a Nylock as one of them it will make it more difficult/time consuming so hopefuly the scum will move on.
