Alternator output

Morning all,
quick question…..
1995 Freda 2.5 TD has a slightly low output from the alternator….

12.6v ignition off
12.8v engine at idle
13.5v at 2500rpm

No warning lights in dash.

I was expecting to see 14.5v
It has a leisure battery, split charge relay, swap loom and a solar panel for the leisure battery.
Test was performed with leisure battery isolated.

Does this suggest a failing alternator?

It doesn't bode well for the alternator, but do make the voltage measurement at the alternator itself in-case you have a dodgy connection earth/output between the alternator and the battery.
