Rev counter issue and cold start

It wasn't an overly cold morning but the van started on key turn, no white smoke, no rough idling so sorted I believe.

On to the oil leak. I have read a couple of things on this but not sure what to believe - does the diesel Bongo use oil sump gasket as it looks like that is where oil is dripping from
