Cabin fuse box - empty slots '97 2.5 TD

Anybody know if the unused empty fuse slots on the bottom row of the cabin fuse box are powered and usable and if they are constant on or switched via ignition?

They do vary by year and versions but in most cases there not equipped with pins at all. They only way to be certain is to get down close and look or drop it out and look at the back to be certain.
