Fuel Return Valve

This query received from Terry in Barnsley who has a new shape 4WD 1999 diesel:

My bongo has developed a fault – firing
The engine turns over – but struggling to fire
New Glow Plug have been fitted

Could the NRT valve be letting fuel slip back in to the tank?

If so, what does it look like – and where does it sit?
