Easiest place to pick up the wire is probably the front side lights connector, as the wires will be out of the loom before entering the connectors.
The wire is a Red with Black Stripe and Earth on the Black on the E3-01 or E3-02 connectors;

Not quite sure what you mean by "nearer to the battery"?
Physically the battery is just above the sidelight on the offside!
Electrically the TNS relay is on the nearside wing and would be the only other place where your likely to be able to get easy access to the wire required, in between the wire runs in the loom that would have to be opened up and the wire identified, not nearly so easy to do! The wire involved does go to many places but none are where your likely to want to mount the fog light or its relay. Depending on the relay mounting method the nearside wing might be a suitable place there is often a spare relay position because its the normal Fog light relay position which isn't fitted (its an option on buying). However unless your using a Mazda style relay it won't fit the position without other modifications to the mounting.
