Police nor MoT staff would be worried about the level of conversion to meet the DVLA requirements as you say these are designed to stop people classing a panel van as a motorcaravan and getting cheap insurance. MoT are only worried about safety aspects and police are only worried that you have 3rd party insurance and MoT certificates!
