Yup. Another reason to head for the hills in the Bongo. Hoping that Crystal Palace campsite will remain accessible mind you.

Just spotted this Bongo for sale claiming to be ULEZ exempt:

I checked the reg on the TfL ULEZ checker and it is indeed exempt. Most likely some sort of clerical error - the seller says it was automatically exempt when he checked it. I can confirm that sometimes there are anomalies in the system, as my 2001 Volvo shows as compliant, when it isn't Euro 4 compliant, and I've heard of several other cars (including a 1999 Mercedes) that have slipped through the net.

ULEZ and the Clean Air Zones being introduced rely on Number Plate Recognition which is linked to the DVLA database. TfL can make amendments at their end, unlikely in this case, so I suspect it is wrongly inputted info on the V5 registration document. It would be interesting to see the log book.
