Several possible causes but one simple one to check is that you maybe getting a vacuum in the fuel tank from a blocked breather hole in the fuel cap, try releasing the cap and drive without it sealed up, if that cures it then take the cap indoors and soak it in warm soapy water and clear the breathe...

That sounds like a faulty Speedo chip to convert from Km/Hr to MpH. 12Volt are the right ones, car batteries are only a nominal 12volts, when charged batteries are 12.6 Volts, when charging they can go up to 14.6 (Max.) when flat they can be as low 10-10.5.

Yup, coincidence, unless you have a wiring fault which has been disturbed by changing the filter etc. but that won't be easy to prove if its intermittent, but might be worth waggling the cable forms in the area and see if anything cuts out ...

Nah, its what the forum is about, often its just chatting things over that highlights something. Its so easy to have in the back of your mind a particular cause and you try to "prove" it, and other things get ignored in the process, been there done that frequently!

You say that the L/B voltage never falls below 12.7 volts, yet the power isn't getting to the devices; So check the voltage at the fuses, both sides, measure the voltage between battery terminal and the fuse then repeat between the chassis of the vehicle and the fuses is there any significant differ...
