There are at least two types of Fluorescent tube light used in the bongo, your better off opening it up and measuring what will fit inside, bearing in mind that you will have to do away with the inverter that powers the existing light, and reconnect it direct to the 12 volts.

I would use a Willinton kit for ease of connection as it doesn't need to connect to the Zig at all, and it has the wiring harness (if needed) to move all the other circuits over to the L/B (Blinds, internal lights, Radio, Cig. sockets etc). No real answer, as Teenmal says, neither of those fuses is going to affect the engine itself.
I wonder if the fuel cut-off valve (diesel) might be intermittent ? Have you had any work done on the vehicle at all recently ?

There shouldn't be any chance of using it whilst actual Starting as it needs to pick up the IG2 circuit. You go from OFF, to ACC, to IG and then sprung to START during START the IG circuits are disconnected so the relay drops out and only the S/B powers the Starter itself, it does mean however that ...

If you can get one, the original Marque 1 is ideal, its just a panel with 3 toggle switches and fuse's for extra circuits, and a 3 way switch to connect to either battery or none at all and a volt meter, then you can add your own, or a Zig 12 volt, charger as preferred.

The Voltage Sensitive Relays will operate at a specific voltage, it doesn't matter about the charge in either battery at all. Its an assumption that once the voltage exceeds the given voltage then the battery is charged, however there is no such simple equation as that!

First there are several different ZIG units Marque 1 thru to CF9 so without that info its difficult to say how it will behave! Which fuse blew and which vehicle type? The Bongo doesn't have an immobiliser itself so it must be an add on.

Very little difference to be honest, and with the current fuel prices not a lot of difference in overall driving costs. Power wise the V6 needs more revs for the same power output, as with any petrol. Its a lot quieter, servicing is a lot less frequent for oil etc. but Cam belts are a bit of a sod t...

Its not unknown for both head lights to fail together, with a heavy load on the alternator the voltage will stay a bit higher and the sudden reduced load of the first light blowing can cause the second to go at the same time - oh OK 20milleseconds later

Yes hence the 3 speeds, they could have popped, but the reason for popping is normally corroded motor bearings, which are a lot less likely in the rear than the front, but yes still a factor to consider.
