The bottom hose should always be cooler, not cold when running normally, or the rad isn't doing it's job

Sounds like they did a good job to me and it's doing exactly what it should do which is to give the engine cooler water via the stat when it needs it. Check the coolant level regularly WHEN COLD. When the heaters are put on hot, they are cold ,( no coolant circulation). Temp gauge shooting up. Hissing, giggling sounds. Bolt em together is easiest it helps to locate it in place. Did you snap any bolts in the chassis rails or cross member when it was removed.
