That’s odd.

Normally you select the one you want, say Techi or Bongo Chat, and New Topic is near the top left and post away. :?

Personally if he’s a genuine trader I would reject it as unfit for purpose and claim a refund, likely if you let him repair it you will have more problems.

If he’s a private individual posing as a trader you haven’t got much hope.
